Board and Governance
We are governed by an elected Board of Management, which has ultimate responsibility for the governance of CDS. For the financial year starting 1 April 2024, board member remuneration is £2,387. The remuneration for the Chair of Services Committee and for our Senior Independent Director is £2,984, the remuneration for Treasurer (who is also the Chair of Finance, Audit & Risk) is £3,582 and the remuneration for the Chair of the Board of Management is £10,443.
The Board’s role is to monitor policy and performance. We have the following sub-committees, made up of members of the Board:

The Board works alongside our senior management team to ensure we remain focused on our strategic goals, follow our purpose and work in line with our values. CDS is also registered with the Financial Conduct Authority (FCA)
Our Board is made up of independent members and members drawn from organisations or individuals who experience our services such as clients, tenants or leaseholders.
CDS is a member of the National Housing Federation and the Confederation of Co-operative Housing.

Juliet Lack
Chair
Juliet is a seasoned professional in finance, governance, and risk management, with a rich background in both the commercial sector and not-for-profit organizations. She mentors and guides clients in achieving financial success and strategic resilience. Juliet is a Chartered Accountant and holds a degree from Bristol University.
Beyond her professional endeavors, Juliet enjoys the great outdoors. Whether it’s traversing mountain trails, taking leisurely walks, or cycling through scenic routes, she finds nature a source of inspiration and rejuvenation.

Simon Charlick
Treasurer
Simon is an economics graduate from Bristol University and qualified as a chartered accountant with Price Waterhouse before moving into industry. He has extensive board level, executive and non-executive experience in a wide variety of private sector businesses, the public sector, social enterprises, and charities. Latterly he was Business Services Director of the National Housing Federation. Currently as well as being a CDS trustee, he is a trustee and Vice Chair of Charlton Athletic Community Trust (CACT) the charity arm of Charlton Athletic Football Club. CACT delivers a wide range of youth, health and other services for communities primarily in southeast London and Kent. Simon is also an experienced mentor in the housing sector.

Ben Anim-Antwi
A natural leader with exceptional, Communication, interpersonal, service delivery skills and strong experience in implementing service improvement at the highest levels. Ben has had a varied and substantial career in central and local government as well as the UK housing sector which has given him the tools for leadership and policy influence.
Ben is a creative thinker and someone who strongly believes in the empowerment of young people and the development of Africa through Diaspora engagement. As a result he was one of the founding members of Future of Ghana Ltd, a UK registered youth charity which creates platforms for young Ghanaians at home and abroad to connect, share skills and knowledge, to impact Ghana’s development. Bob Robson
Originally from Battersea, south London, Bob now resides in Folkestone, Kent and has lived on the Moat Farm (CDS) estate for the past 30 years.
He is now retired after working in various occupations including finance for the last 25 years. He is married with five children, ten grandchildren and one great granddaughter.

Lakechia Jeanne
Lakechia Jeanne MPH is a scientist with a background in Biomedical and MPH Public Health research. She now leads the award-winning Economic Recovery Fund a multi-million local government programme with direct impact on local economic growth for the south east region. Her current role involves promoting tech business growth within the area.
Additionally, Lakechia founded Girls in Science, an initiative that encourages women into STEM subjects and has aided over 3500 young women in their careers. She has spoken at universities like Oxford, York, Cambridge, and Warwick, and international events like What’s Next Fest and Wonder Women Tech. Recognised as one of the top 100 global influences for women in Technology in 2020, she has won four awards for social impact, leadership, and business. She mentors young women professionally and serves as a non-executive board member for the national housing association CDS Cooperatives.

Matthew Creasey
Senior Independent Director
Management Consultant, Non Exec Director and MSP Certified (Advanced Practitioner) Programme Manager with over 20 years’ experience of leading global IT functions, managing $100m+ budgets, advising CxO level executives on Business outcome driven Technology Strategies incl. cost optimisation, business relationships, outsourcing, transformation and organisational change.

Rebecca FitzGerald
Rebecca joined the CDS Board in March 2023 and has worked in the housing sector for the last 12 years. She is currently Director of Communications at Curo, a West of England housing association which manages 14,000 homes. She is also a member of the NHF’s National Communications and Influencing Group.

Satish Jassal
Chair of Services Committee
Satish is an architect, and recipient of the prestigious RIBA award. He is the founder and principal of his own architectural practice, based in the heart of London. His expertise in design is recognised by the Design Council, where he serves as a Design Expert. His design influence extends to the Harrow Council, where he is a member of the Design Review Panel.
In addition to his architectural pursuits, Satish contributes his insights to the Building Design publication as a regular columnist and thought leader. His leadership skills are further demonstrated in his role as the Chair of the Services Committee at CDS.
Satish’s professional interests are deeply rooted in the intersection of community and housing. He is passionate about exploring how these two elements can harmoniously coexist and enhance each other. His work consistently reflects this interest, as he strives foster a sense of community while meeting governance and housing need.

Tony Bush
Tony joined the CDS Board in 2018, he has also been a member of finance and audit committee and corporate committee during this time. He currently lives on Shorncliffe Co-op in Folkestone where he is Chair and has been for the last 15 years. Tony is a wheelchair user so accessibility is one of his key areas of interest; he is committed to using his personal experience and knowledge for the good of his co-op and the CDS Board. He has a background in financial services and currently works for a Financial Advisory organisation. In his free time, he enjoys, travelling, theatre visits and spending time with his 4 grandchildren.

Tom Bremner
Chief Executive
Tom has worked in housing, local government and regeneration for over 25 years. He has chaired a housing association board and had a number of director and senior management positions in councils, ALMOs and housing associations. Before joining CDS he worked independently, helping organisations improve services and build new homes.
